To ground this project in measurable outcomes, I facilitated a performance-focused action mapping consultation with ESE Compliance Specialists, Special Education professionals, and classroom teachers to isolate operational friction points.
The root-cause analysis revealed that the true barrier to ESE compliance was real-time application and documentation fidelity under everyday classroom constraints.
The resulting action map systematically targeted the core operational metrics required for success:

The Targeted Intervention
Because the issue was behavioral execution rather than a lack of knowledge, I bypassed standard text-heavy modules. Instead, I designed a Scenario-Based Simulation paired with job aids. This approach gives educators a safe environment to practice high-risk decision moments, neutralizing compliance risks before they escalate to formal reviews.
Storyboard
Following the approval of the action map, I developed a comprehensive, text-based storyboard to serve as the master blueprint for the entire development phase.
This document meticulously mapped out the user interface layout, programming requirements, on-screen text, and underlying logic triggers before a single asset was built in Articulate Storyline.
Designing for Narrative Impact

Multi-Variable Weighting: Every decision instantly evaluates and scores the learner across three critical, competing educational metrics: Compliance Risk, Student Learning Impact, and Time Efficiency.
Evaluation & Results
To validate the strategic ROI of this simulation, the project was evaluated using Kirkpatrick's Four Levels of Evaluation 90 days post-launch.
Level 1 - Reaction: 88% of educators reported that the branching scenarios accurately mirrored their daily classroom pressures and felt highly relevant to their workflow.
